🛂 New Visa-Free Policy Does Not Cover Business Aviation Permit Procedures
An Uzbek presidential decree was signed on August 29, 2026, and took effect on September 1, 2026: Indian citizens holding designated multiple-entry visas and onward tickets may stay visa-free for up to 30 days. Support information published by Navoi International Airport on August 26, 2026, continued to list CAA permits, fuel, and ground handling among its services for business jets and long-haul flights; operational information issued by Ashgabat International Airport on August 28, 2026, also continued to list overflight and landing permits, ground handling, and aviation fuel arrangements. Although Turkmenistan’s electronic visa program received a legislative basis in April 2025, as of August 5, 2026, most foreign travelers still required visas. Avi-Go data show that from August 11 through September 3, 2026, after excluding flights originating in Uzbekistan and Turkmenistan, Tashkent International Airport (UTTT) recorded 0 business jet arrivals, while Ashgabat International Airport (UTAA) recorded 1. Each airport landing is counted as one movement. The data are current as of September 4, 2026, and cover only the two airports, the specified dates, and flights originating outside the two countries. Passenger entry facilitation and aircraft overflight, landing, and ground handling remain separate procedures.
Impact: When arranging business jet trips to Uzbekistan for Indian passengers who meet the new policy requirements, the passenger visa process may be reduced, but operators must still handle CAA permits, fuel, and ground handling separately. Missions involving Ashgabat must likewise continue to follow existing overflight and landing permit procedures; electronic visa legislation cannot replace actual immigration and aviation operational formalities.
Recommendation: Operators should divide UTTT or UTAA missions into three separate checklists covering passenger entry, aircraft permits, and ground handling, and verify each applicable requirement before flight release. It is worth continuing to monitor whether business jet arrivals from foreign origins and airport support requirements at the two airports change following implementation of the new policy on September 1, 2026.
