Avi-Go data shows that from January to May 8, 2026, business aviation movements at Haneda Airport (RJTT) totaled 1,007 operations, down 15.7% year-over-year; during the same period, Narita Airport (RJAA) recorded 822 operations, up 15.3% year-over-year. The combined decline across both airports was only 4.1%, indicating that overall business aviation demand in Tokyo remains broadly stable, while traffic is accelerating its migration toward Narita. This structural shift is particularly pronounced among leading operators: VistaJet's departure movements at Haneda fell from 62 operations in the same period of 2025 to 55 (-11.3%), while at Narita they surged from 15 to 28 (+86.7%), reflecting a clear intent to relocate. Narita recorded an anomalous peak of 318 movements in March alone, a year-over-year surge of 62.2%; although April saw an immediate pullback, the overall upward trend remains intact. Meanwhile, Japanese domestic operator Fuji Business Jet entered the Haneda Top 4 with 12 movements, signaling that local players are beginning to fill a portion of the market share vacated by international operators.

Impact: FBO and ground handling service providers at Narita face a sudden surge in capacity pressure, particularly during peak months, requiring simultaneous expansion of ramp resources, parking stand coordination, and ground crew staffing. If expectations of tightening slot availability at Haneda persist, international operators will accelerate the reorientation of their Tokyo base strategies toward Narita, further reshaping the competitive dynamics between the two airports.

Recommendation: Narita FBO operators should immediately initiate a second-half 2026 capacity assessment, focusing on identifying gaps in parking stands and ground handling personnel, and complete negotiations on priority service agreements with leading operators before June 2026. International operators that have not yet established stable ground handling relationships at Narita should move quickly to secure local partners in order to mitigate the risk of further slot tightening at Haneda.
