✈️ Paris Le Bourget Business Aviation Traffic Accelerates Outflow Under EU Discriminatory Policy Pressure

The European Business Aviation Association (EBAA) formally appealed to the EU on May 26, 2026, calling for business aviation to be integrated into aviation policy frameworks, directly targeting the systematic exclusion of on-demand operating models by slot allocation "use-it-or-lose-it" rules, the disproportionate compliance burden imposed on low-volume operators by the ReFuelEU SAF mandate, and the fuel tax levied on aircraft with fewer than 19 seats that almost precisely targets the business aircraft fleet. Meanwhile, Milan Linate Airport (LIML), where policy restrictions are comparatively relaxed, recorded counter-trend growth of 15.5% over the same period, adding 1,366 movements. The five airports combined still posted a modest increase of 2.1%, indicating that demand has not disappeared but has instead been redistributed by policy pressure toward lower-restriction alternative airports.

Impact: For FBOs and ground handlers operating in Paris, the continued outflow of traffic will directly compress handling volumes. For European operators and brokers, compliance costs compounded by slot barriers are increasing operational friction, and the logic driving clients' destination choices has quietly shifted toward regulatory-friendly airports.

Recommendation: Operators should conduct a systematic review before Q3 2026 of high-frequency nodes on European routes affected by slot restrictions, and proactively position ground handling resources at alternative hubs such as Milan and Brussels. At the same time, operators should closely monitor the progress of EBAA lobbying efforts and legislative developments regarding the Dutch charter tax and the French "solidarity tax," and actively submit operational data through industry association channels during policy windows to provide empirical support for securing exemption provisions.
