🔊 New Schiphol Noise Regulations Focus on Airport-Wide Capacity

Amsterdam Airport Schiphol announced on September 15, 2026, the advisory opinion issued by the Dutch Council of State on the new Airport Traffic Decree. The decree aims to reduce the number of people severely affected by noise by 2029 and improve legal protections for residents living near the airport. Previously, on March 11, 2026, the Dutch Council of State adopted interim measures to maintain annual commercial nighttime flight capacity at 27,000 movements between 23:00 and 07:00 the following day until the revised Airport Traffic Decree takes effect. The current arrangements address airport-wide noise and nighttime flight capacity, with no dedicated quotas, slot reductions, or bans specifically for business aviation. Avi-Go data show that from August 22 to September 20, 2026, Schiphol recorded 1,205 business jet departures and 1,202 arrivals, totaling 2,407 movements. This was an increase of 86 movements, or 3.7%, compared with the 2,321 movements recorded from July 23 to August 21, with departures up 4.1% and arrivals up 3.4%. The two most recent complete 30-day windows show a modest increase in business jet activity, but this short-term change only reflects actual operations before and after the advisory opinion on the decree was published and does not represent the policy’s long-term impact.

Impact: For business aviation operators using Schiphol, the immediate constraints currently arise from airport-wide nighttime flight capacity and noise regulations rather than business aviation-specific quotas. The capacity limit between 23:00 and 07:00 will continue to affect nighttime mission planning. The decree targets 2029, and its subsequent provisions will determine whether business aviation will face more detailed operating requirements.

Recommendation: Operators should continue monitoring revisions to the new Airport Traffic Decree and its implementation schedule, with particular attention to whether business aviation is included in any new rules concerning aircraft types, operating periods, or noise classifications. They should also track monthly changes in nighttime business aviation arrivals and departures at Schiphol as a basis for adjusting overnight mission planning.
