Avi-Go data shows that from January 1 to July 12, 2026, on a comparable basis, business jet movements at Sanya ZJSY reached 680, while Haikou ZJHK had only 85, with Haikou accounting for approximately 11% of the two airports' combined total. Year-on-year, Sanya slightly declined from 713 movements in the same period of 2025 to 680 (about -4.6%), showing strong resilience; Haikou dropped from 117 to 85 (about -27.4%), turning into a clear weak position. However, Haikou's base is extremely small, averaging about 12 movements per month, where single-digit fluctuations can be amplified into larger percentages, which is insufficient to conclude that the policy linkage has failed. It should be noted that Hainan's business jet ports may also involve airports such as Boao, so the "combined two airports" basis may be somewhat narrow.
Impact: Sanya's position as Hainan's primary business jet port is further consolidated, and FBO resources and ground service demand will continue to concentrate in Sanya; Haikou's passenger source base is weak, and the marginal benefit of operators allocating fixed resources there is relatively low.
Recommendation: In scheduling for the peak season in Q3 2026, brokers and operators should prioritize securing slots and ground service resources at Sanya ZJSY; for Haikou routes, it is advisable to adopt on-demand dispatch rather than permanent deployment, and to supplement verification of data from airports such as Boao before August in order to fully assess the Hainan port landscape.
