🌏 Top Three Origins Account for More Than Half of Manila’s International Business Jet Arrivals

On September 18, 2026, the Philippine Bureau of Customs issued new regulations for bonded Jet A-1 fuel facilities, allowing such facilities to be established for international carriers to import, store, and use Jet A-1 fuel. Previously, on August 24, the Civil Aviation Authority of the Philippines revised its civil aviation regulations to strengthen dangerous goods requirements and align them with ICAO Annexes and Technical Instructions. Airport information released on September 12 showed that Ninoy Aquino International Airport in Manila (RPLL) has a dedicated general aviation handling area and customs services, while facing tight slot and parking stand availability. Clark International Airport can accommodate long-term parking requirements. Avi-Go data show that from August 1 to September 18, 2026, RPLL recorded 58 international business jet arrivals, with each landing counted as one movement. Singapore, China, and Indonesia contributed 14, 10, and 8 movements, respectively, totaling 32 movements and accounting for 55.2% of the total. Japan and Thailand each accounted for 7 movements. The top 10 origin countries contributed a combined 55 movements, representing 94.8%, indicating that international arrivals during this period were primarily concentrated in Asian markets.

Impact: Singapore, China, and Indonesia together accounted for more than half of arrivals, making these three origin markets the main sources of demand for international business jet arrival handling at RPLL. The bonded Jet A-1 facility regulations directly affect fuel import, storage, and usage arrangements for international carriers. For missions requiring longer parking periods, RPLL’s slot and parking stand constraints and the alternative option of Clark International Airport should be incorporated into trip planning at the same time.

Recommendation: Operators conducting flights from Singapore, China, and Indonesia to RPLL may use the recent arrival volume of 32 combined movements as a basis for continuously monitoring specific fuel supply arrangements after bonded Jet A-1 facilities become operational. For missions involving long-term parking, include Clark International Airport as an advance contingency option and separately confirm parking conditions and ground handling coordination at both airports.
