✈️ Traffic Contraction Across Canada's Three Major Business Aviation Hubs, CBAA Urgently Advances Policy Reform

Avi-Go data shows that from January to May 7, 2026, Canada's three major business aviation hubs CYYZ, CYVR, and CYUL recorded a combined total of approximately 14,003 movements, down approximately 13% from approximately 17,248 movements during the same period in 2025. CYVR saw the most significant decline, falling 19.9% year-over-year (3,714 movements versus 4,636 movements); CYYZ dropped 11.8% to 7,402 movements; CYUL proved relatively resilient, declining 7.9% to 3,887 movements. March was the weakest point of the year, with all three airports recording month-on-month declines exceeding 25%, with CYYZ reaching as high as 33.7%. At the operator level, Airsprint ranked among the top two at all three airports, recording a combined 1,698 movements across the three airports in the same period of 2026, forming a duopoly with Chartright at CYYZ (965 movements versus 946 movements). According to AIN, the Canadian Business Aviation Association (CBAA) submitted policy reform recommendations to the federal government on May 7, 2026, covering three areas: taxation, regulation, and user fees. On the same day, Aviation Week reported that the Canadian government indicated in its spring fiscal update that it is evaluating alternative airport ownership models, including the possibility of privatization.

Impact: Sustained traffic decline will directly compress ground handling revenues at FBOs across the three major hubs. In particular, CYVR's nearly 20% decline signals an increased risk of slot resource underutilization in the near term. If CBAA's policy initiatives are implemented, optimization of the tax and fee structure would represent the most direct cost-side relief pathway for operators, though policy cycles typically lag behind market pressures.

Recommendation: Operators and FBOs should maintain active policy communication with CBAA before Q3 2026, with a focus on the specific terms of user fee reform and advance modeling of the impact on per-movement costs. To address the traffic shortfall at CYVR, consideration should be given to introducing phased pricing incentives ahead of the 2026 summer peak season in order to stimulate latent demand and reinforce customer retention.
