🏝️ Business jet activity at Haikou Meilan remains at low levels after customs closure, with no policy-driven uptick observed
The Hainan Free Trade Port customs closure operations have commenced, but business jet activity at Haikou Meilan Airport (ZJHK) has not heated up accordingly. Avi-Go data shows that from March to August 2026, the airport recorded a combined 65 business jet movements (33 departures, 32 arrivals), peaking at 15 movements in April, maintaining a steady range of 10 to 15 from March to June, and dropping back to 11 in July. As of mid-August, only 4 movements were recorded that month (2 departures, 2 arrivals). Following the implementation of customs closure operations and the zero-tariff policy on HES engine maintenance, no significant seasonal rise or structural uptick has yet been observed in business jet movements at ZJHK.
Impact: As a low-traffic business jet airport, ZJHK's current monthly movement volume falls within the single-digit to low-teens range, where a change in a single aircraft's itinerary can significantly alter the monthly reading. The short-window data is insufficient to determine the strength or direction of the policy effect.
Recommendation: A worthwhile observation point to track is whether ZJHK's business jet movement volume can break out of the low range of 10 to 15 following the implementation of the Free Trade Port's zero-tariff maintenance policy. August is not yet complete, and complete monthly data from September onward needs to accumulate before determining whether policy-driven structural change emerges. At this stage, it is inadvisable to draw conclusions based on the 4-movement reading of the final month.
