Heavy rain also raised flash flooding risks from the Great Lakes and Mid-South into the Appalachians, where a stalled frontal boundary produced additional downpours, following earlier-week storms that saturated soils in southeast Missouri and western Kentucky. A tornado in Dover, Delaware, tied to the same frontal system downed trees and power lines and damaged buildings. Weather services advised travelers planning late-weekend drives or flights across the East and Gulf Coast to build extra time into itineraries and monitor updated forecasts.
