Three tropical cyclones were simultaneously active outside the Philippine Area of Responsibility on Sunday, August 23, with at least one expected to enter the region by Monday, August 24, PAGASA announced. Weather specialist Obet Badrina said Tropical Cyclone Saudel is expected to enter the PAR by Monday, when it will be assigned the local name "Obet," while a second cyclone east of Visayas is expected to follow a similar path, raising the possibility of interaction between the two systems.

Badrina said Saudel is unlikely to make landfall in the Philippines but is expected to enhance the Southwest Monsoon, or habagat, starting Tuesday or Wednesday, bringing occasional heavy rains especially over western Luzon and Visayas. PAGASA issued a yellow rainfall warning for Batanes province, forecasting 50 to 100 millimeters of rain from Sunday evening through Monday morning, while Metro Manila, the Ilocos Region, Cordillera Administrative Region, Central Luzon, Rizal, Cavite, Batangas, Occidental Mindoro, and the rest of Cagayan Valley may see cloudy skies with scattered rains and thunderstorms; the rest of the country may experience partly cloudy to cloudy skies with isolated showers or thunderstorms.
