Since Trump began his second term, the Treasury's Office of Foreign Assets Control has sanctioned more than 1,000 individuals, vessels, and aircraft. How far this reaches depends on which of the options under discussion Bessent confirms. Sanctioning Chinese teapot refineries or banks would pull a new tier of counterparties into scope, while a land blockade or new aviation and trade restrictions would add friction to routes and permits well beyond Iran's own borders, particularly around the Strait of Hormuz where tanker traffic has already nearly stopped.
The Monday press conference is the next concrete marker: whether Bessent names specific refineries, banks or a blockade mechanism will show whether Washington is moving from threat to designation, and whether Beijing's calculus on retaliation shifts as a result.
