Merlin, Inc. (NASDAQ: MRLN) announced on August 24, 2026 that the Civil Aviation Authority of New Zealand (CAANZ) granted the company a Part 146 Aircraft Design Organization certificate. The certificate allows Merlin's own engineers holding delegation authority to approve certain aircraft design changes internally, work that previously had to be routed through outside design organizations.

To grant the certificate, CAANZ assessed Merlin's personnel qualifications, facilities, equipment, tools and data, safety management and design control systems and procedures, and continued airworthiness and recordkeeping procedures. CAANZ also accepted a formal exposition governing how design work is performed, and determined that Merlin met its standards and had earned the authority to perform approved design activities under the Part 146 framework. The scope of delegated work is agreed with CAANZ for each certification project.
Matt George, CEO of Merlin, said: "We're building one autonomy stack that goes on many aircraft, which means the cost of certifying the next one matters more than the cost of certifying the first. Owning the capability to deliver design approval is how that curve bends. It's a meaningful capability, not a side benefit."
Design organization certificates of this kind sit apart from program-specific approvals: they certify an organization's standing engineering competency and design control system, a foundation that carries forward from one certification project to the next instead of being rebuilt each time. That is the mechanism Merlin's own statement points to when it separates the cost of certifying a first aircraft from the cost of certifying subsequent ones.
For a company describing itself as building one autonomy stack meant to go on multiple aircraft types, holding this authority in-house removes a recurring dependency on third-party design organizations for each new design change, converting what the company called external cost and schedule risk into internal capacity. How much that saves depends on how many future certification projects Merlin routes through this authority and how CAANZ scopes delegated work project by project.
What comes into view next is how CAANZ defines the scope of delegated work on Merlin's subsequent certification projects, since that scope — not the certificate itself — will determine how much of the design approval chain Merlin can actually keep in-house.
